Overview
Victoria (Tori) McCaffery is an Associate at The Goldstein Environmental Law Firm. Since joining the Firm in 2024, Tori has played a key role in guiding clients through complex environmental incentives, particularly Florida’s voluntary cleanup tax credits (VCTC), building materials sales tax refunds, and conservation easements. A significant portion of her practice is devoted to VCTC applications for brownfield projects across Florida. Drawing on an LL.M. in tax law and prior experience in the accounting field, she advises developers, local governments, and nonprofit clients on strategy and documentation to meet regulatory requirements and maximize available incentives that support cleanup and property reuse objectives.
Tori’s interest in conservation is evident in her work with natural forest communities and other sensitive ecosystems in Miami-Dade County, where she assists clients with natural area permitting, mitigation strategies, and the purchase of mitigation credits to restore damaged habitats. Among Tori’s proudest achievements is her work with Pelican Harbor Seabird Station, a brownfields client developing a wildlife rehabilitation center on a contaminated site, which included an archaeological dig that uncovered indigenous artifacts. This project aligned Tori’s commitment to environmental stewardship with revitalizing spaces for community benefit.
Beyond brownfields and tax credits, Tori has contributed to community-focused advocacy, including representing a South Florida municipality in opposing a proposed waste incinerator, coordinating with agencies such as the Army Corps of Engineers to support the community’s environmental and health interests.
Tori’s commitment to environmental stewardship extends beyond her legal work. She serves on the board of the Miami Tropical Botanic Garden, a conservation project in Little Haiti where her interest in environmental law and community engagement first intersected. She views her involvement in the garden as a meaningful way to support community-driven conservation efforts and environmental education.
Tori also enjoys spending time in nature, practicing yoga and Pilates, and rescuing and fostering animals.
